The Owner segment of the Construction Industry Safety Excellence (CISE) Awards Program recognizes commendable safety management by Construction Users Roundtable (CURT) owner member companies that have most effectively implemented the recommendations of:

The awards will be conferred upon the companies who can demonstrate exemplary programs of contractor safety management that go beyond merely adopting a safety program. Programs must demonstrate a serious and persistent commitment and active collaborative involvement to make the program work. The objectives of the awards are to:

  • Focus attention on improving construction safety
  • Recognize stellar performers
  • Increase understanding and implementation of Roundtable publications and CII research
  • Publicize model owner safety programs
  • Convey to the construction industry CURT's full support of owner involvement in safety management

To further these objectives, the CISE Awards Subcommittee shares feedback from the awards program during CURT's annual National Construction Owners Conference. In support of this effort, award recipients may be asked to present information on their award winning programs at the annual conference. backtotop (1K)

description of the owners safety awards

Annual safety awards will be presented for owner programs in one or more of the following categories:

  1. A specific U.S. construction project, 12 or more months in duration
  2. A specific U.S. construction project, less than 12 months in duration
  3. A specific international project
  4. An owner company operating entity, i.e., major functional group or plant/operating facility
  5. A company-wide project portfolio or program

Projects must have been completed between 01 June 2009 and 31 May 2010. One or more awards will be bestowed annually depending on the merits of the applications received for each of the above categories.

Eligibility for the awards also extends to owner companies who are not members of The Construction Users Roundtable but are active members of a Local User Council. Each Council may submit for consideration one application from any of the above owner categories.

Local User Councils should solicit applications from their non-CURT owner members, screen the applications and submit one application that best meets the application criteria described below. CURT member companies must submit their applications through the normal program procedures, not through their LUC.backtotop (1K)

criteria for application evaluation

Applications will be judged by a panel of CURT Safety Committee members. Every application must contain all the information requested, including the following:

  • Contact information
  • Statistical report
  • Safety program description, including:
    • Elements of the program (address the specific questions in the application)
    • Results (supporting statistical data)
    • Key practice areas

The panel will look for evidence that the owner has undertaken a supportive role as recommended by:

The panel will also look for evidence that the owner understands the content of the companion publication:

The panel will also explore whether the owner pioneered any new, innovative approaches that go above and beyond CURT or CII recommendations.

The panel will review the safety requirements placed on construction contractors by the owner and evaluate the extent of owner influence on the constructor's safety program. Judges will look for evidence that the owner has prequalified individual constructors based on their prior safety performance and that project safety performance is tracked and monitored.

The panel will determine whether the owner's safety program is infused with a "fire-fighting" mentality, addressing safety problems only when danger is imminent, or after damage has resulted, or whether the owner takes a vigorous, hands-on, proactive collaborative HSE Management System (HSEMS) approach to safety. The panel will look for an aggressive management style that pushes its safety program to anticipate and confront challenges and prevent safety problems before they become safety statistics. Consideration will also be given for any innovative practices implemented in the program.

In evaluating applications in the International Project category, the panel will take a more subjective viewpoint, realizing that statistical recordings and reporting methods may differ from those required on domestic projects.

The application should contain a ready-to-publish account of how the owner company effectively contributes to the constructor's management of safety programs. Demonstrated results are mandatory. The applications for projects can only include projects that have been completed during the window of eligibility of 1 June 2009 to 31 May 2010. Program applications should show demonstrated results over a one- to three-year period. (Past winners have achieved safety performance significantly better than CII Member composite averages.)

Specific instructions follow:

  • Each application must include 3 parts (see below).
  • Applications may be submitted either in an electronic format via e-mail or by hardcopy mailed to CURT
  • The entry shall not exceed ten (10) printed pages, with a type font no smaller than 10 point.
  • Charts, graphs, or other illustrations may be embedded only in Part 3 and must be included in the page count:
    • Part 1: Owner CISE Award Application Form - General Owner Program Information (one page in length)
    • Part 2: Owner Statistical Report - Safety Performance Metrics (one page in length)
    • Part 3: Owner Project Information - Narrative description of key elements of safety success (a maximum of eight pages in length)
  • The owner should provide only the information requested.
  • Additional information should not be attached and will not be judged. Any applications that do not adhere to the guidelines will be considered ineligible for review and discarded.
  • Project award applications shall be limited to five (5) per owner per year. This allows for the submittal of one in either the operating entity or overall company program, one in each of the specific US project categories (3 each), and one international project per applicant.

application process

Owners must complete the following steps to apply:

  1. Originate
  2. Review
  3. Approve
  4. Submit

Originate

The owner's application originator should download the electronic owner application form and fill in all requested information. The application shall be completed as a single document in MSWord. It is HIGHLY RECOMMENDED that the originator of the application read and understand CURT Report R807, Construction Owners' Safety Blueprint, prior to completing the application.

Review

The originator should distribute the application draft for any required internal review, incorporate feedback and comments, and finalize the application. This could be done either by routing a hardcopy or through e-mail distribution of the Word application file.

Approve

The originator should forward the final draft to the corporate approving authority for final review and approval.

Submit

When approval is received the originator should submit the application via one of the following methods:

  • If a CURT owner member, submit the application directly to the CURT office:
    • Electronically via e-mail to construction-users@curt.org.
      It is preferred that the application be submitted electronically. If submitting the application electronically, the following guidelines apply:
      1. The application may be submitted as an MS Word® (doc) document or as an Adobe Acrobat® (pdf) file.
      2. The file name of the document should be formatted in the following manner:

      3. The application shall be contained in a single electronic file.

  • 8-10 November 2010 - Awards presentation ceremony at The Construction Users Roundtable National Conference to be held at the Buena Vista Palace Hotel in Orlando, FL.

The CURT Safety Awards Panel will review applications that are complete, signed and meet eligibility requirements. The evaluation will be based on a consensus decision by the panel. They will take into consideration the factors enumerated above. In addition, the panel will look for the best-defined program, the program with the greatest probability of success and the program that is most likely to have a positive impact on the industry.

The recipients of the Owner Safety Awards will be recognized at an awards ceremony to take place at The Construction Users Roundtable National Conference, 8-10 November 2010. A representative of the winning organization must be registered and in attendance at the CURT National Conference to receive the award.

Previous recipients of the Owners Safety Award must sit out one year before reapplying to receive the award again. (Example: Winners of the 2009 Awards Program may not apply again until 2011. However, award winners from 2008 and prior years are once again eligible to participate.) Note: Different company locations may apply in the Owner Company Operating Entity category within this period if the prior award was to a separate and distinct operating unit.
