CURT owners have compelling reasons to pursue the cooperation of contractors and labor in execution of the owner's capital program. The competitive business environment drives owners to reduce their internal staffing and rely more and more on external resources. Competitive pressure also drives accelerated schedules and demands lower capital cost. For these reasons CURT owners established the CURT Tripartite Initiative (CTI). This cooperative venture with contractors, contractor associations, and the building and construction trades unions has addressed several critical construction industry issues including extended overtime, absenteeism, and workplace disruptions. These recommendations have been outlined in CURT publications:

These publications describe what to do, but not how to do it. It is the intent of this CURT User Practice to provide a work process for how to implement these CTI recommendations. The key audience for this user practice is the construction owner, who must be responsible for initiating action to implement CTI recommendations. Contractors, contractor associations, and the building trades unions will also find these implementation guidelines helpful in pursuing efficient and effective construction project execution.
