The constructor segment of the Construction Industry Safety Excellence (CISE) Awards Program recognizes commendable safety performance of individual constructor firms over a sustained time period. The awards are intended to convey The Construction Users Roundtable's (CURT) strong support of constructor safety performance. This award emphasizes CURT's commitment to promoting safe construction as a key component of cost effective project delivery. While CURT recognizes that constructors have the primary responsibility for execution of on-site safety, it understands that constructors are most effective when they work in conjunction with the owner and architects/engineers to ensure an overall safe workplace.

The Constructor CISE Awards will recognize those constructors that have most effectively implemented the recommendations of:

Annual safety awards will be presented to constructor firms in each of the following North American Industry Classification System (NAICS) Code Groups:

  • NAICS 236 - General Building Contractors
  • NAICS 237 - Heavy Construction Contractors
  • NAICS 238 - Special Trade Contractors

Awards will be presented to constructor firms in these man-hour categories for each of the NAICS groups:

  • Category 1 - Less than or equal to 500,000 man hours per year (250 equivalent employees)
  • Category 2 - Greater than 500,000 but less than or equal to 2 million man hours per year (between 250 and 1,000 equivalent employees)
  • Category 3 - Greater than 2 million man hours per year (over 1,000 equivalent employees)

criteria for application evaluation

The award evaluations will be based on:

  • OSHA injury/illness statistical data for the contractor's site personnel from OSHA 300 logs
  • Effectiveness in managing subcontractors' safety performance
  • A written synopsis of the constructor's safety management system as it pertains to implementation of CURT R-807, Construction Owners' Safety Blueprint: Tactical Elements
  • A review of safety performance with three client companies for whom the constructor has recently performed work.

The constructor's safety attitudes and practices will be evaluated by the Construction Users Roundtable CISE Review Panel based on evidence of implementation of the 15 Tactical Elements:

  • Policy and Leadership
  • Risk Management
  • Legal Requirements and Standards of Operations
  • Strategic Planning, Goals, and Objectives
  • Structure and Responsibility
  • Programs and Procedures
  • Asset and operations Integrity
  • Emergency Preparedness
  • Awareness, Training, and Competency
  • Investigation and Corrective actions
  • Communications
  • Document Control and Records
  • Measuring and Monitoring
  • Audits
  • Review

The constructors will also be evaluated by the CISE Review Panel based upon:

  • Innovative Practices
  • Any additional methods, practices, or procedures which contributed to success

application process

Constructors must complete the following steps to apply:

  1. Originate
  2. Review
  3. Approve
  4. Submit

Originate

The constructor's application originator should download the electronic constructor's application form and fill in all requested information. The application shall be completed as a single document in MSWord. It is HIGHLY RECOMMENDED that the originator of the application read and understand CURT Report R807, Construction Owners' Safety Blueprint prior to completing the application.

All applications must address the criteria defined below, and should not exceed eight pages, consisting of one page for Part 1 data, one page for Part 2 data, and no more than six pages for Part 3. Type font may be no smaller than 10 point, and there should be adequate margins. Charts, graphs, or other illustrations may be embedded only in Part 3 and must be included in the page count. No additional material beyond that requested should be submitted, and it will not be considered if provided. Any applications that do not adhere to the guidelines will be considered ineligible for review and discarded.

  • Parts 1 and 2 - Complete the statistical data on Part 2 of the application form to provide the quantitative measure of your safety performance. The data is requested for the years 2007, 2008 and 2009, and can be taken directly from the OSHA Form 300 Logs that each constructor keeps as required by the US Department of Labor. Injury/illness data will be for US operations, comprising only site-assigned personnel. This is intended to omit headquarters and regional office personnel from the data. Please note that past winners have achieved safety performance better than Construction Industry Institute (CII) member composite averages, thus applicants performance should be superior to that benchmark in order to be considered.
  • Part 3 - Provide the descriptions requested on the Application Form - Part 3. Up to 6 (six) printed pages may be used to provide this additional information. See the Review Panel Evaluation Criteria section for areas to cover in this part of the application. This information provides the qualitative measure of your safety performance. Additional information should not be attached. Failure to adhere to this requirement may cause the application to be disqualified.

Review

The originator should distribute the application draft or any required internal review, incorporate feedback and comments, and finalize the application. This could be done either by routing a hardcopy or through e-mail distribution of the Word application file.

Approve

The originator should forward the final draft to the corporate approving authority for final review and approval.

Submit

When approval is received, the originator should forward the completed application to the appropriate national construction industry trade association in accordance with the timetable for further processing. The Construction Users Roundtable cannot accept applications if not reviewed, approved, and forwarded by the constructor's national construction industry association. The sponsoring organization contact data must be provided for an application to be eligible for consideration.

Local User Councils (LUCs) may also nominate their local safety-award-winning constructors. LUC nominations should be reviewed and signed by the LUC representative and then submitted directly to the Construction Users Roundtable. Please note, however, that these applications must come only from constructors who do not belong to a national construction industry association, or whose national construction industry association declines to participate in the CISE Awards Program.

The sponsoring national construction industry trade associations and LUCs shall forward their selected members' applications either:

    It is preferred that the application be submitted electronically. If submitting the application electronically, the following guidelines apply:
    1. The application may be submitted as an MS Word® (doc) document or as an Adobe Acrobat® (pdf) file.
    2. The file name of the document should be formatted in the following manner:

  • 16 July 2010 - Applications must be received by the CURT office.
  • 8-10 November 2010 - Awards presentation ceremony at The Construction Users Roundtable National Conference to be held at the Buena Vista Palace Hotel in Orlando, FL.

selection process and awards presentation

The Construction Users Roundtable Awards Panel will review and evaluate all completed applications and make awards based on a consensus decision of its members. The panel will take into consideration the factors enumerated above.

The participants and the recipients of the CISE Awards will be announced at an awards ceremony during the Construction Users Roundtable's Annual National Construction Owners Conference, 8-10 November 2010.

Constructors who are members of participating national construction industry associations must forward their completed applications to the appropriate national construction industry association in accordance with the timetable for further processing. All applications must be signed and reviewed by a member of the national association staff in order to be considered eligible for consideration.

Local User Councils (LUCs) may also nominate their local safety award-winning constructors. LUC nominations should be reviewed and signed by the LUC representative and then submitted directly to The Construction Users Roundtable (See Section 4 Application Process). Please note, however, that these applications must come only from constructors who do not belong to a national construction industry association, or whose national construction industry association declines to participate in the CISE Awards Program.

The Construction Users Roundtable cannot accept applications if not reviewed and forwarded by the constructor's national construction industry association or Local User Council.

Past recipients of the CISE Constructor Safety Award must sit out one year after they receive the award before applying to receive the award again. (Example: Award winners of the November 2009 Awards Program may not be eligible to apply again until 2011. However, award winners from 2008 and prior are once again eligible.)backtotop (1K)
